For the dough

Instructions:
- To make the dough, combine the flour, salt, and vegetable oil in a mixing bowl. Mix until the flour resembles breadcrumbs. Gradually add water and knead until the dough is smooth and elastic.
- Cover the dough and let it rest for 30 minutes.
- In the meantime, prepare the chocolate filling. Place the chocolate chips in a heat-proof bowl.
- In a small saucepan, heat the heavy cream and sugar until it comes to a boil.
- Pour the hot cream over the chocolate chips and let it sit for a minute. Stir until the chocolate is completely melted and the mixture is smooth. Add vanilla extract and mix well.
- Let the chocolate mixture cool to room temperature.
- Divide the dough into small balls.
- Roll out each ball into a thin circle, about 6 inches in diameter.
- Cut the circle in half with a sharp knife.
- Take one half and form it into a cone shape. Seal the edges by applying some water with your fingers.
- Fill the cone with a spoonful of chocolate filling, leaving some space at the top.
